Webuild is looking for a Procurement Bidding & Start-up Specialist for its Milan office to join the Procurement Department.
 

Responsibilities:
 

During the offer study phase:

•    Identification, under the supervision of the Head of Bidding Support & Project Start-up, of suppliers and contractors to be involved in the market analyses required to define offer estimates, in alignment with the Vendor strategy.
•    Preparation and management of Requests for Quotation (RFQ) for specific projects, in coordination with the Technical Department, Regional Procurement Managers, and Global Commodity Managers for the relevant product categories.
•    Support the Head of Bidding Support & Project Start-up in defining, negotiating, and managing pre-bid agreements and/or contracts with strategic suppliers, in coordination with Regional Procurement Managers and Global Commodity Managers.
•    Analysis, comparison, and evaluation of the offers received from suppliers, ensuring technical verification with the Technical Department, and preparation of the final offer summary tables and recommendation, ensuring approval and archiving in compliance with defined procedures.

 

During the operational unit start-up phase:

•    Support in preparing the procurement budget and the offer reorder process, ensuring, in coordination with the area’s Cost Control, the AFC Manager, Regional Procurement Managers, and Global Commodity Managers, the verification and updating of procurement cost assumptions and awarding/subcontracting strategies.
•    Define, in agreement with the Regional Procurement Managers, Global Commodity Managers, and Head of Vendor Management, the supplier list within the Vendor list.
•    Manage initial commercial and contractual negotiation activities to achieve objectives of cost-effectiveness, synergy, quality excellence, and lead time optimization.
•    Draft terms and conditions related to contracts/purchase orders, with support from the Legal Department and Contract Department, and in coordination with operational unit representatives.

 

Requirements:
•    3-5 years of experience in the role in multinational contexts.
•    Master's Degree in Engineering and/or Economics.
•    Market analysis and benchmarking.
•    Knowledge of negotiation techniques and strategies.
•    Supplier base selection, development, and management.
•    Knowledge of contractual matters (particularly pre-bid agreements).
•    Ability to perform value and cost driver analysis.
•    Civil engineering knowledge.
•    Excellent proficiency in MS Office; SAP MM, Business Intelligence software.
•    Availability to travel and stay at construction sites and joint ventures.
•    Fluent in English; knowledge of a second language is a plus.
