Project Overview

This role supports the delivery of the Christchurch Men's Prison Redevelopment Project, a significant infrastructure programme being delivered by the Southern Renewal Partners Consortium, comprising Webuild Leight Joint Venture and key project partners.

The project involves the renewal and expansion of critical correctional infrastructure, supporting the long-term needs of New Zealand's justice system through the delivery of modern, high-quality facilities and associated infrastructure.

Delivered within a complex and highly collaborative environment, the project brings together leading construction, engineering and operational specialists to achieve shared outcomes across safety, quality, programme performance and stakeholder expectations. About the Role

Based in Templeton, Christchurch and reporting to the Project Director, the QSSHE Director will lead the project's integrated Quality, Safety, Security, Health and Environmental functions and provide direction to the project QSSHE team.

You will work closely with project leadership, consortium partners, client representatives and operational teams to develop and implement strategies, systems and initiatives that support safe, compliant and high-quality delivery outcomes. The role will also oversee project-wide performance reporting, auditing, assurance activities and continuous improvement across the full project lifecycle.

Key Responsibilities

• Lead the development, implementation and continuous improvement of the project's QSSHE management systems and improvement plans.
• Drive a proactive Zero Harm culture across quality, safety, security, health and environmental performance.
• Ensure compliance with all contractual, legislative, regulatory and project requirements.
• Provide strategic leadership and expert advice to the Project Director and senior leadership team on QSSHE matters.
• Lead project audit, assurance and performance monitoring programmes.
• Oversee quality, health, safety and environmental reporting, including KPI performance, trends and improvement initiatives.
• Champion leadership development and cultural programmes that strengthen accountability and operational excellence.
• Lead incident investigations, root cause analysis and corrective action processes.
• Build and maintain effective relationships with clients, consortium partners, regulators and key stakeholders.
• Support project governance requirements and provide executive-level reporting and insights.
• Drive continuous improvement initiatives that enhance quality, safety and environmental outcomes across the project.

About You

You are an experienced QSSHE leader with a proven ability to influence outcomes across large, complex construction, infrastructure or engineering environments.

You bring strategic thinking, strong leadership capability and a passion for creating a positive culture where quality, safety and environmental stewardship are embedded in everything people do.

Qualifications, Skills and Experience

• Tertiary qualification in Health, Safety, Environment, Risk Management or a related discipline.
• Professional membership and relevant industry certifications highly regarded.
• 10-15+ years' experience in senior QHSE leadership positions within major construction, infrastructure, engineering, mining, resources or related sectors.
• Demonstrated experience leading integrated quality, health, safety and environmental management systems.
• Strong knowledge of regulatory compliance, risk management and assurance frameworks.
• Experience mobilising projects and supporting project start-up activities.
• Proven ability to influence senior leaders, subcontractors and project stakeholders.
• Strong analytical, reporting and communication skills.
• Demonstrated success driving cultural change and leading continuous improvement initiatives.
